Luís was born in Boise, Idaho on 1 August 1923 to Anastasio "Ernest" Arrizabalaga and Gregoria Gorroño.  One of three children, he spent his early childhood in Barber, Idaho and fondly remembers the summer picnics he went to with other Basques.

When the mill in Barber closed down, the Arrizabalas moved to Emmett, Idaho with many other families.  During high school, Luís danced with the Emmett Basque Dancers, the first Basque dancing group in the Boise area.  He graduated from Emmett High School in 1941.

Luís is proud of his Basque heritage.  He volunteers at the Basque Museum and Cultural Center, and loves to help people discover their Basque roots.  He enjoys seeing the looks of surprise on their faces when they find more branches on their family trees.
